In the study of physics, the scientist observes what appear to the untrained eye to be random events, and picks out patterns that can be described as variations on phenomena governed by immutable laws.

Some of these discovered laws are the laws of gravity, laws of conservation of energy and charge, and laws governing magnetic attractions.

Physical engineering is the application of the laws of physics to the experiential world. The engineer works with known laws in order to transfer a conceptual structure into the actual world as a physical structure. He or she designs standard routines of behavior as construction, expecting a reliable response from the materials used, as governed by the unchanging laws of physics. We know that the laws conceived of and applied are true if the results in the real world match the engineer's projections and plans. 

In astronomy there was a time that people believed that the movements of planets must be governed by whimsical personalities. Within the conceptual framework of the time, there was no other explanation for the quirks and irregularities in the movements of the heavenly bodies.

Eventually, the sun as the center of the solar system and the elliptical orbits of the planets were hypothesized. Mathematical computations and measurements thereafter proved that these were true models regarding movements of planets.

The science of cultural engineering is another name for what members of legislative governments are apparently trying to do. Legislators conceive of qualities that are desirable in human culture and then, using laws, attempt to manifest those qualities in the actual world. There has not been much success.

Could it be that this lack of success in cultural engineering is because true laws of human nature have not been postulated or applied? Are our conceptual models of human reality at odds with the way things really work?

Physical laws are descriptions of what happens, whether we like it or not. The laws of physics are derived and proven by use of objective observation.

Then the engineer, by applying true laws, can make change in circumstances that dramatically increase probability that what will happen will be what we like and not what we don't like.

In the current political arena, derivation of law is anything but objective. Law makers observe until they come across something that they do not like. Then they make a description of what they wish the observation had been, and call that description a law.

The imaginary condition of a world without what was considered repugnant is named "the law." This is the standard method of derivation of false law - criminal law.

In the sequence that follows "enactment" of false law, enforcement takes the place of engineering. The executors of false law attempt to bend reality into (at least the appearance of) conformity with the false law.

Legislators mandate forcible intrusion upon anyone who, in the course of ordinary life, demonstrates that the "law" is not a law at all. It was only wishful thinking, a fantasy.

What criminal laws amount to are declarations of intent to do violence, if ever we are reminded of the truth! This truth being that, for some reason, there is a large statistical likelihood that any one of us will be involved in either presenting or receiving a destructive episode in the course of our everyday life.

Think of how useless false law would be in physics:
 

A soldier is posted at the tree, instructed to fire at any offending apples. Nonetheless the apples still fall.  Ridiculous, no?

Yet this method is approximately the method now in use via the criminal justice system as an attempt to create qualities generally desired in the world of humanity.
 

"Therefore, the law is: 

Policemen are hired to imprison (or do violence in the attempt, to) some unlucky apple who happens to get caught falling.

There is another method to use in causing change in the physical world of human culture.

Suppose we try another kind of government, patterned after the sciences of physical and chemical engineering. We can apply the same general techniques which have given us such success in creating things using physical science.

We can observe what happens in the world of people, whether or not we like it. We can assume that what happens is a variation of a natural or immutable law. We can explore the variations to see what kinds of patterns show up.

We can postulate laws that make sense out of human behavior. Then, honoring these laws, we can design and create circumstances, or behavior sequences, that increase probability that what will result are experiences that we desire.

We can recreate human culture by simply honoring Natural Law, if we understand the true nature of Human Being.
